Fabbing a RJ-9 -> OBD-II Serial Cable

Free software for Palm OS to connect to an OBD-II equipped car, complete with downloadable error codes, etc., but they want you to pay $289 for a cable.
Isn't OBD-II just a serial connection, like the one on a Palm? If it is, all serial connections work the same, and the hardest part about converting one serial code to another would be the software... which that company foolishly proivdes for download for free.
Theoretically, and this question goes out to people serious in electronics, not hax0r-wannabe n00bs
if one were to come up with a RS-232 connector pin-out (which wouldn't be very hard at all), and an OBD-II connector pinout, couldn't, using that software, you come up with a cable that did pretty much what that $289 cable does via some parts at Radio Shack?
