Exhaust Silencer

If the vents are all open on the silencer does it make a quiter sound? Or if there open its supposed to be lower?? I just got my exhaust today like an hour ago and the vents are all open but it doesnt sound as loud. Any helpful answers will be greatly appreciated!!
