Default Engine Smoke... Perfect leakdown... What could it be ?

Recently built a motor, about 700 miles on it so far.
Blue oil smoke noticeably getting worse.

At first i was sure the oil rings just didn't seat. I Installed an endyn catch can with a pcv and the issue seemed to go away... Let the car sit for about 1 week and now its back again.

Most noticeable after an engine decel, and then cracking the throttle.
Though it does also do it wide open throttle... maybe it doesn't seem so bad because im moving faster.

Did a compression test and im right around 250..all dead even across the board.
Leak down showed 4% leak all 4 cyl.

I replaced the valve seals last year... the head did sit for some time before i just recently did a rebuild.

Kinda bugging me, still makes the power it should be making.. just annoying to look at.

anyone with some incite would be great ?

what would cause it to be more predominant after an engine decel ? valve seals ???

to my understanding valve seals would be most noticeable after the car sits for a while..right at start up, from the oil dripping on the top of the valves.

If the oil rings were bad, or did not seat properly...would it still show perfect leak-down and compression numbers ?

thanks guys.

running rich?? hrm only think i could think of is like you said a bad valve seal that would cause gases/oil to escape prematurely or at the wrong times, causing it to be burned inside the exhaust sys...

I know its not running rich... car was just tuned @ 13.5:1

the smoke is deffinatly blue. black smoke would a rich mixture.

I guess what i would like to know is...

On engine decell (engine braking) would the piston create a greater vacuum in the chamber possibly pulling oil past the valve seals ??? as opposed to normall part thrttole and full throttle driving, where it doesnt smoke as much.

thats what im thinking. id just like to get some more responses...

whats got me questioning the seals is... how much friggan trouble i had installing these oil rings, iv never had such an issue sizing an oil ring.. went through 3 sets till i finally felt comfortable with the end gap and side clearance to the groove.

if it wasnt for the ring issue i had, i would be pretty much dead set on valve seals...

so...everyone else feel the same way ? valve seals if im getting nmore smoke after decell

My thoughts are is the motor broken in yet? 700mi is not alot, I would live with it for a couple hundred more and see. Then I would start guessing.

The decel thing is a probability. That is when there is the most vacuum in the manifold. But it could also be that everything is not seated yet.
