Default Engine Hesitation

Hello all, I have a 99 GSR with 90K on it and it has a terrible hesitation to it. First let me say that the car is burning oil on the #3 Cylinder. What happens is i would by driving at say 15 MPH in first gear and when i let off the gas, the car decelerates, and when i go to give it gas, it doesnt do anything until I apply approx. 20% more pedal pressure, then the car lunges forward. The check engine light is also on. ANyone have any ideas??

The burning oil can be one of 2 things. It could be your valve stem seals or rings. And the hesitation can be a number of things. It could be something with the fuel or timing. After I milled my head there was a hesitation with mine and I fixed it by advancing the timing with a skunk2 cam gear but, not sure if it would be the same with yours if your head hasn't been messed with.
