engine hesitates code 20 ELD

I have a Code 20 ELD (electronic load detector) and when i first start up the car, when its cold, i have to fully let it warm up or it will hesistate and the throttle wont respond fully and it will bog a little at low rpm between 1000-2500 rpm. I know it is because of the ELD sending the voltage from the ecu and stuff. after it is warm up, the code is still there but it runs fine.
i took the underhood fusebox out and unplugged it and cleaned out the connectors and took the eld out and checked it and it stilll pulls the code, i looked everywhere for messed up wires and still no luck. i checked the alternator fuse and it is still good
I tried resetting the ecu but still no luck
i have changed out the IACV, new spark plugs, new wires, new cap and rotor

figured it out, since i jumped it, i cut the rong wire, i wired the wrong wire to the vtec pressure switch, it was one off and i needed to wire the knock sensor in since it was a stock ecu.
