Engine bogging down...

Engine bogging down...
Well, I'm having a little problem. I notice this when I'm in first gear getting close to redline and shifting into 2nd. The car boggs down and VTEC is slightly hesitant, then it engages. It won't do it in any other gear, just 1st into 2nd. What's the deal here?
