Default engine block balance

would it be better to balance the complete block or just balancing the crank will be good enough??

I had my entire rotating assembly balanced, crank, rods, pistons, harmonic balancer, ightened, flywheel and clutch. Now I read some people don't reccomend doing it w/ the clutch, and still some people say to do it w/ the clutch?
