i'm trying to get my brother's car through emissions before he leaves for sub school at the end of august. it's already failed once with a hot cat and retarded timing. below is the diagnostic report they gave me. right now i'm thinking a basic tuneup and a new catalytic converter should do it. suggestions?

How does "grams per mile" convert into PPM "parts per millionth"?

 

I failed emissions once and it turned out to be my o2 sensor. Not all the time will it throw a code. Just thought I'd give some ideas.
