Emanage installed but no vetc

I dont have the support tool yet to tune but is it normal for vtec to not engage until turned on with the support tool after installing emanage?
My buddy is having same problem with his.

make sure you did the jumpers right inside the emanage itself. they have to be set up for vtec applications.

My jumpers-
1 = 2,3
2= 2,3
3=2,3
4=1,2
5=open
6=open
7=open
