Default electrical issues

hey, k well a while back my right front signal went dim and wouldnt work rite and the back one started blinking fast because of it. now the back driver side (break/signal) have very low voltage. the passenger side has 12v but the driver side 3v. anyone have any input on this?

Poor or corroded electrical conectors or contacts.

at wat point though? and also when my radio is on and i pull on the lil thing for the wipers where it squirts water theres a hiss sound in the radio ...i knew i should've paid attention in the electrical class...this is bumming the ish out of me
