Default ECU Programs?

Ok, I know it's possible to buy programmed Eeproms for NA cars that are so called Skunk 2, Mugen,- and custom ones. Where do you get the programs from? I know that you will need a burner and software, but what software would you use? For instance if I would like to create a custom program for my NA Teg and copy that program for a friend.. What software would I use? Thanks..

P.S.
I do not mean to make money off of this or take away from any Vendors on H-T. I just would like to know to save myself time and money. Thanks/

I dont think its really worth learning how to do this if you will be making a few chips. You will have to learn how to read binary code and somewhat how to tune. You will never make a perfect program. The vafc will fine tune the map where the chip cant.
