ECU code 42

Default ECU code 42

I have an 86 CRX Si, 1.5 that has been fuel fouling the plugs. Finally figured out today how to check the ECU codes. The code it is giving is 42: engine coolant temp sensor. Will this sensor make it foul the plugs? Sometimes it will start and run like a champ, other times it will run like shimp. Also, the PGM-FI light on the dash is on. What does this mean?

If the ECT is bad, it might run rich all the time if the ECU thinks the engine is cold. If the ECT failed in a way that makes the ECU think it's hot, then the car wouldn't start real easily.
