dohc cams stuck, wont rotake with engine

okay so i built a 20, vtec and intalled everything but now when i try to rotate the engine the cams dont rotate and the belt slips... cam cams are lubed with oil and not on very tight, anyone have any ideas?
oh and when i disconect the belt from the cams. the engine turns fine.

hmm thats wierd. If I were you I would miticulously double check everything. And you should try rotating the cams by hand before putting the belt on. This is something that you should carefully such that you have no piston to valve contact

Make sure you didn't over tighten the cam caps and then also make sure the spark plugs aren't installed. The spark plugs keep pressure inside the cylinder and it's much harder to turn the motor over that way.
it is obvious that this person does not know how to assemble a engine. i.e. "when i turn the motor over the cams dont move and the belt slips" well if the belt slipped enought the piston would hit the valve, bending it and locking the top end of the motor up. check your valves and replace them cause there toast. gl.
