Default Does Crank Sensor affect VTEC?

Like the title states... does the crank fluctuation sensor affect vtec turning on? Just did a swap on a '96 civic dX with a 95 GSR motor. Everything is hooked up except for the crank fluctuation sensor because we don't have one for it.

Check engine lights on, but that's the only code we get. Drove it around to see if vtec would kick in, but no power coming out from the ecm('96 p72 jdm) to the solenoid.
