Default Difference between usdm p30 and jdm p30 ecu's

I have read that the only difference is that the jdm ecu has a rev limiter at 116mph. Is there anything else besides the physical apperance?

Why is it that the usdm p30 goes for $300 and the jdm one only $150 if they are essentially the same thing? I know that the p30 is uber rare but who cares if u can save $150 and get the same thing just with a rev limiter?

The JDM one has different mappings (fuel, ignition). And it's a pain to chip. And You have to chip it for it to pass smog. That's probably it.
