Default desperately need help

I know a little about car. My car is Civic LX 2008 sedan (25 months old). Could you please watch this vdo clip and tell me what the problem could be? (the grinding noise will start after 20 seconds)

In about six months, I have my car checked at the Honda dealer twice. I informed them about the grinding noise problem and also had my break checked and cleaned. They said that my car break had excellent condition. The break was 90% good. However, In during past two months, because of the grinding noise getting lounder, I don' think my car has a good condition at all. I'm terribly worried. I don't think I can trust my dealer. Because I asked for their help twice. But it seems that my Honda dealer does not have good technicians who can solve the problem. So please advise.

PS. In the morning, I sometimes can hear the grinding noise. However, I can hear the noise even clearer when I'm back from work driving slow..about to park. (During this time, it starts getting a bit louder. I also hear the noise when I turn the wheel to the left (not right) and when I paddle the break.

Most likely the dust shield for the brakes rubbing on something. Typical problem.

Just pull the wheel off and spin it by hand, see if you can locate it outside of the car

I have gone to Honda dealer to have my car checked last saturday (12/19/09/ for the third time). I've got same answer from them. They said that there were nothing wrong with my breaks or my wheels. (I also asked them to watch the clip, yet they did not have time to watch it.) They said they could not find anything. It's normal to hear the sound if there were some dust or if there were highly humid days. (Hmmm....??? I just had honda to clean my break last couple months. And I've heard the noise at least 6 months already.)

Right now, I'm not sure I'm the one who paranoid...

That noise is common???

Jack the wheel up and try to reproduce the sound while turning the wheel by hand. If you can make the sound, you should be able to locate where it's coming from. Does it make the sound when you're pressing the brake? Try braking while turning and driving slowly to see if the noise changes in any way.
