Default Defective Dizzy, Will it throw off timing?

Sup peeps. I'm due for smog and know I won't pass but trying to get evrything together to pass. Well anyways My dizzy went out a couple of months ago and so I replaced with a rebuild.(I'm cheap). Normally I advance the timing to get a little more out but now I can't seem to get the timing right. It drives fine but the timing should be 16 +/- 2 from BTDC and I'm at 10. Will a faulty dizzy be the cause of this or would I be able to pass smog still with the timing off a bit?
