D16Z6 Head on D16Y8 Block...troubles.

Everything is together, with the Z6 Dizzy rewired for the 1997 Engine Harness, the car is running a Hondata S200 and is converted to OBD-1.
Here's the issue...
The base ignition timing is WAY off, about 30 degress retarded atleast.
Moving the Dizzy does almost nothing, and I also tried moving the cam +\- 5 Degress to see if anything changes, but no.
I've been ******* with this thing all day, so alittle help would be good. Don't speak unless you know what your talking about please
Lemme answer a few question right off the bat:
Yes, the service connector is jumped.
Yes, the Plugs are in the right order.
No, the timing belt isn't off a tooth.

i dont know how to explain this as english isnt my first language bu try turning the dizzy half a turn (take it out and turn the key that inserts into the cam) and then run it again. If there is only one way to install the dizzy (because the key isnt simetric or whatever) then yes im a dumbass and dont know what im talking about but I have a z6 dizzy in front of me and it looks like it can be installed either way.
with the z6 head, you should be using a z6 timing belt. is this correct?
i would skip the cam gear a tooth or two to get it in the ball park, and then adjust the dizzy to get it at 18btdc.
then, with the cam gear, you can advance/retard the cam timing to adjust your power curve.

The difference between a Y8 and Z6 head is 1.5 Teeth. I found this out after hours of trial\error.
Having the wrong AEM Cam Gear didn't help things...
