Icon2 D15b7 lag?

Ok I got a 94 civic ex auto for my girlfriend and it needed a headgasket I replaced it and put everything back together and no overheating seemed to good. The PCV valve broke but wasn't throwing any codes and about week or two started to have trouble getting up hills and just got worst from there. I replaced the pcv valve and only made it worst. It sounds like it backfires in the manifold idk how to explain the sound. When it picks up it's fine it's mainly on hills and initial starting the timing is at tdc both with the service connector jumped and with it not it won't go any further for 16 btdc. Idk wat else could it be the head is bad? I have another on now but don't want to switch it if unnecessary. Anyone have suggestions

First make a mark on the timing belt and the timing gear so that you can see where you started from. Then easily slide the belt off of the timing gear and advance the camshaft 1 tooth. back your distributor off and then try to drive it again. If its a tooth out it will run like dog ****. I had to back my timing off last year to get it to pass emissions. I drove it over there like that, it ran terrible...

Thanks will do asap well was messing with the distributor and relized that the fire order is goofy. So I looked it up and it's the wrong the distributor it's off a 8 valve. Going to get the right one tommorrow. this the whole reason it's *******?
