Default D15B2 to D16Z6

ok i have a 91 civic with the D15B2. I have installed a D16z6 cylinder head, p28 computer and have it all wired in. The car starts and runs but when i stomp on the gas it acts like its flooding and wont rev no higher then 3500 rpm. I was figurin its just a sensor problem but i have triple checked my wiring and isee no flaws. can anyone give me some possible causes.

Possible timing problem, either timing belt issue, distributor, or MAP. Also check firing order.
