Default cycl #4 missing

Ok heres the situation,

I've recently reassembeled my motor(b18b1) in 93 ej1 coupe, deck up only, bottom end was not touched. The motor had smoked slightly on hard decel so i deceded to freshin up the head and do guides and seals while i did arp studs. had a local machinest do the work fully expecting to i would have to do guides and a light grind, vaccum tested it was fine,

* i have no choice but to take his word on this, tho i dont' see him lying and avoiding the extra cost at my expense*

so all in all it was only decked lightly and got new seals and a dip in tank. now the problem i'm experiencing is that i have assembeled everything started the car and its missing on cycl #4. car got new fuel filter 550 saturated injectors chipped p06 w/chrome. setup up led on injector plug, it pulsed. pulled spark wire, it arcs to plug, checked cap, rotor and wires, while they could use a replacement i don't see this being the issue, also changed the plugs. have no dizzy to swap at the moment, all my roommates are vtec junkies haha. sooo i swapped injectors to dsm 450s and resistor box (luckily theres like 3 spare pairs in the garage for some random reason lol, and am getting consant 14.03-14.04 volts. still didn't fire on 450s, and i no the 450s are good cuz they came out of a running car. nothin in the rail or intk mani that would clog it.

So now i'm starting to get a little nervous and do a comp test, and it comes up at 30psi, compaired to other cycls at 145 ish 6 cranks with closed throttle. so i did a leak down test and its definently losing comp out of the intake side, dipstick, rad, oil cap and muffler all quiet. beacuse there was not agrind done and i labelled all components i haven't done a valve adjustment yet, i was going to do it when i retorqued the studs. now through the course of reassembly if it was not put back on the same valve and it is tight enough that it never fully closes, do think that this completely dead cycl would cause it not only to fire but to appear as thought the injector is not firing, the plugs look dry generally, while the piston is damp. also the car smokes slightly, i am atributing this to the fact that i know the turbo smokes *slightly* and sat askew for many months and the housing has excess oil in it. i'll do a valve adjustment in the morning, it was too hot from diagnosis tonite.

i'm hardly a tech, just a hobby, so any thoughts appreciated, whether i'm out to lunch or what. TIA
