Please specify year and model. Do your brake lights work?

I'm a few hundred miles from my service manual, but isn't there some kind of harness or reel in the steering wheel that lets the wheel turn without ripping up the wires? Could there be a problem there (since cruise and horn both have controls on the wheel)?

95 civic ex. my brake lights do work. the led, however, on the spoiler just went out but the horn and cruise haven't worked for at least a year.

I would check them out as two seperate problems. Do you have power and ground at the horn? (With the button pressed.)

Remove the connector from the horn and connect a test light between the two wires. When you push the horn button the test light should glow. (If it does the horn is bad.)
