Default Correct Fog Light Adjustment

What is the correct way to adjust the angle of your fog lights? I have a set on my car and right now I have them hitting the ground a little over 20 feet out from the car because I'm paranoid I'm blinding people. Is it better to have them go straight out or hit the ground, and if so how far out?

foglights are supposed to light up the ground about 35 feet in front so that you light doesn't reflect back at you from the fog.....drving lights are supposed to be hitting the ground about 60 feet in front of the car.
