Default Cooling system problem on EM1

so i just finished putting my car together from an accident and i bought a new radiator. i filled the radiator and the resovoir and started the car to burp the system and it didnt seem to do anything. the upper hose got hot after awhile and the lower hose was cold. What are some options that i could look for to fix this? also bought a new fan which didnt turn on when the temperature rose...

I would check the thermostat, [lower hose cold] it sounds like it is stuck closed.

The rad fan should turn on when engine coolant reaches 190-200 degrees F, if it is not you will need to check the rad fan circuit.

What is the MM&Y of your car, is the it stock? 94
