Default compression and leakdown results PICS

Hi I have a new JDM h22a and I started it up and it was smoking and just not running right.
So I did a compression test and had 185 in all 4 (I know they are low but the engine didnt run very long before i tested)

Leakdown is a problem though. 1 and 3 had 25% leakdown and 2 and 4 had 8% leakdown
Is this my valves, rings something else?

I had the head of and the valves didnt look bent but can you always tell by looking?

Any input will be appreciated

forgot to mention that cylinders 1 and 3 had oil in the exhaust ports
This made me think it was the valve seals but do bad valve seals give bad leakdown numbers?

any wetness you see is just some coolant from taking the head of
Also the headgasket looked great

on the leak down, where was the air leaking out from?

it doesnt look like a lot of water was in the cylinders or not enough time to steam clean them.
it does look like too little carbon build up though.
how did the other look like?

Th other 2 looked the same as in the pics.
he air was not from the intake side but i couldnt tell if it was from the exhaust valves or the rings? I cant see any light through the valves.
Valve seals couldn't cause a shitty leakdown right?

Well away to tell what is leaking is by pumping air into the cycliner one at a time then open the throttle body and listen to see if u hear air escaping, if so then valve problems. If u dont hear air there open up the radiator and see if their are any bubbles in the coolant, if so then head gasket. If neither of those then u might have a ring problem.
