Default Coilover collars rusted...what to do?

the coilovers are old and the collars are stuck together. the wrenches aren't working. any tips on getting the collars off the thread strut?

i've cleaned them and soaked them with wd-40. they came this way. perhaps from being too old. where can i get just the collars?
