Default Code 0 PR3 OBD0 ECU

I have a PR3 ECU with a ZIF socket and the problem is.....I'm getting a code 0. ECU and CEL stays on and its acting like there is no ROM inserted. I've tried a burned mugen and the stock rom both are doing the same code. I've check continunity on the ZIF and no resistance so thats in good. Is there anything else that can cause this problem. It is hit and miss some times it will give it and other times it will not. I can drive it for some time turn it off and start it again and I will have it. Take the ECU and rom out for a hour plug it back in and no CEL til I start it again. I have a PG7 also and that isn't giving any codes. I know this is a crazy situation and I'm not all that familure with ECU internals but if you can offer any assiatance it would be greatly appreciated.

check the soldering make sure all the pins are making contact on both side of the PCB, as well as on the ROM, once its locked in.

99% problems occuring during chipping is due to bad soldering job the other 1% to bad parts (ie. sockets/ROM malfunctioning)

Yeah I checked the underside where the socket solders into the board and tested around the top of the ROM, where the Pins just barly stick out. Just to make sure it wasn't any part of the socket I was touching and there was no problems with resistance and no open/bad spots. I've tried both the stock rom which is the orginal one that was removed from the ECU and a burn Mugen, both will do the same thing. Its running in limp mode.
