Default clutch engaugement issue

The clutch cable I am using is adjusted all the way out and the pedal still doesnt engauge the clutch until its just about fully released. I am wondering if using a different cable might be the solution. I am using a stock 91 civic cable and its a b18c with cable transmission. 6 puck clutch and ACT lightweight flywheel it didnt occur til after the new flyweel was installed. Any ideas or advice is appreciated. thanks
