Default ? CHECK ENGINE & low idle

1998 Civic LX Automatic (USA/California model)
CHECK ENGINE light on.
Pulled P0135 on OBDII scanner. Replaced upper Oxygen (02) sensor.

Cleared CHECK ENGINE with OBDII scanner.

Still getting CHECK ENGINE after 2-minutes of warm-up, same code, P0135.

Does the CIVIC have an Oxygen Sensor heater relay?

There is no relay for the heater but check fuse 15. If it is blown (7.5A fuse), there is an area behind the intake manifold where the engine wiring harness rubs a bracket.

If the fuse isn't blown...start with the basics. Do you have 12V to the heater circuit at the O2 sensor? What's the resistance of the heater circuit?
