Default CEL stays on????

hey guys for some reason my CEL stays on. I do the reset procedure and it never goes away. I also can't pull DTC from it it never goes out. if the key is on the cel is on. any ideas?

What's preventing you from pulling a code? What model/year/engine do you have?

I jump the 2p conector and the CEL stays lit. it doesn't flash a code of any kind. the chassis is a 92 eg hatch the motor is a 94 ls/vtec the ECU is a obd1 p28

Since it's a swap... Are you sure the 2p connector is hooked up to the right place? From my '95, the brown/white wire is supposed to go to D4 of the ECU. The other wire is ground. So I suppose you could simply go to the ECU & jumper D4 to ground. But first, you might want to check whether a '94 P28 uses the same terminal.
