Default CEL Code 12 (1990 Integra)

My CEL has recently started coming up solid on my way home from work. It never comes on in the morning but does about halfway home. I drive 80 miles round trip and hit traffic everyday. So I'm stop and go usually. CEL will turn off after I turn my car off and then shortly after start it again but CEL light will come on again after about 15 mins. I got the Code from my ECM under the passenger carpet and it read 12-Exhaust Gas Recirculatory System. I know that this is usually only used for idling or light throttle. I dont get any suction from the hose (Hose 16) that connects to the stem on the valve. So to see if it was a bad EGR valve I manually created suction with the hose connected to the stem (Hose 16) and the car started to stall. I have no idea where that hose connects to on the other end. It goes into another stem behind a box where there are 2 more hoses. (Hose 20 and ?) I do notice my exhaust is more potent and do have a little more smog than usual. Other than that car runs great. Any Ideas why I dont have vacuum or why this problem is happening.

hmmm, reading the manual and it says to check the electrical connections. I would start with that.
Glad the M/T isn't stuck with this nasty contraption.

That vacuum line should lead to a solenoid. The solenoid is most likely bad or has a bad connection. Vacuum should start flowing through that line at about 2000-2500rpm. The test you did is actually a true EGR test so the valve itself is working. Check the electrical connections at the solenoid connector and check the resistance on the solenoid itself.

Does the 4p connector power the solenoid that causes vacuum? I got some speaker wire and threaded it into the 4p connector and put a charge into and right away I got a strong suction from the hose coming out the solenoid. I dont have a harness to test all other electrical connections and my only other guess can be something is clogged
