Default CEL #15 Help

Ok, so I'm almost done with my swap and I start her up and she idles perfect. Now I go to give it throttle and it begins breaking up, so I decide its troubleshooting time. I Check my CEL's and I am throwing CEL #15 which is the ignition output signal. Now the coil and ignitor are fine because I tested them out on my other DOHC VTEC Swap (GSR). So I begin to check the wiring on the engine harness and I see that there is new electrical tape around it, so I un peel it and see all the wires re soldered so it appears someone may have converted the engine to OBD 2 or modified it in some way. Now there are a few wires wrapped together and there is alot of grey wire sticking out from around where the 2 or 3 wires are wrapped around. could this be the reason why it is throwing the CEL?
