Car Starting Mystery
I come to you, all mighty honda tech forums with something my local mechanics can't seem to figure out. Hopefully we can figure out what's wrong with my car 
Car: 2003 Honda Civic EX Manual
Problem: The car is inconsistent on when it will start and when it will not.
Attempted Solutions:
The mechanic says it might be the starter, but it is an expensive thing to guess about. Otherwise, he says my car is working fine.
I guess my issue is, it doesn't make sense to me that it would be the starter having the issues if I can jump the car and get it going that way. AND it seems to be working after a longer than 5 min. drive
Any ideas on why the tests would be coming back fine if obviously things are not fine? Does it sound like a starter issue?

Get yourself a voltmeter. Your starter needs only 3 things to work. Power, ground, and a signal to "start".
A starter should be easy to diagnose. If these mechanics can't perform simple diagnostics on a starter, run away!
What do mean by not "starting" ? As in not cranking?
