Default car is skippin

A friend of mine just converted his car to obd1, new distributor, four wire O2 sensor, P28 ecu with uberdata. The car cranks and idles fine, but if i rev the engine it starts to stumble and if i go to wide open throttle it acts like it gets on the rev limiter around 5500rpm and starts to pop and skip. Ive reset the timing 4 or 5 times so i know its right. I have no clue as to what it could be. Any help would be great. thanks

It sounds like a computer issue. What maps are you using? Any CELs?
