Default Can't Pass Smog

Here is my situation I have a 2001 Acura Integra GSR, the only mods to it are AEM intake and a DC header. The motor in the car burns oil and I do check it periodically to add more. I have already replaced the cat twice and both O2 sensors twice. It keeps failing for fuel system too rich. I am baffled on how to get this car to pass smog. The last resort is to get a waiver from the BAR for the next 2 years. I was wondering if anyone has had a similiar problem as I am having.

Take it back to the dealer, and demand a new cat under warranty.

I'm not sure but burning oil can cause failing of cat and oxygen sensor. And one more thing burning oil can cause high in hydrocarbon which lead to fail you in emission.
