Default Can't get rid of code 14??

Bone stock '93 D16Z6 engine in OBDI civic.

I'm getting a persistent code 14. I have been all the way through the OEM Service Manual flowchart -- valve has power with key "on", continuity checks out okay for ground and power, valve clicks when I connect A9 to A23, I have replaced/switched the IACV with a known working unit from my daily driver, and have also tried two known working P28 ECU's.

As most of you know, the end of the flowchart is "replace IACV; replace ECU". Well I got to the end, done both, yet the code persists!

Can anybody point me in a new direction? I have done rigorous searching on H-T, Google, and pretty much every Honda forum with no good info.

It's making my car nearly impossible to drive. I can't even set the timing or do other stuff because the car won't fully warm up and I can't get the CEL off.

you said you tried replacing the iacv as well as the ecu and it still checks up?

retain the iacv.
change the ECU. does it still light up?

I tried old IACV with old ECU, old IACV with new ECU, new IACV with old ECU, and new IACV with old ECU.

Same result everytime. Runs for about 10 seonds and the CEL 14 comes on.

Any other ideas?

Is there more in the Idle Control system than just the IACV? I don't understand why I can't get this code away.
