Can some help me learn to read ignition and fuel tables? example inside

I want to understand exactly what this table means.
I know the left hand column is rpm's.
1) What are the #'s at the top goin across and what do they mean? I'm guessing they are vacuum.
2) What are the numbers inside the table implying? for example (26, 500) has 16.2
16.2 of what?
If anybody has a how-to on this subject please let me know, I'll gladly read it.
I've been searching for a while and found nothing. I checked pgmfi.org and that section in the wiki forum is blank. I've also checked through the archives here and found nothing.
