Default Help needed incorrect timming

When is the engine running lean, with a low or high CO reading and when is is to rich, low or high CO reading. One other thing, checked my timming marks and need some help. When TDC is align with mark on cover, the campulley's lines is aligned with the top and the up mark is up, but when checking the timming with a timming light, the 3 marks (14, 16, 18 Degree marks) isn't even close to the mark on the cover, and it doesnt help to advance or retard the distr. marks still doen line up with timing light. Cam was modified, for low end and head was skimmed 1mm. Any help. please to rectify this problem.
