Default Brand new engine. Starting problems in the mornings.

Just put a brand new B18C5 engine in, straight from Honda. I dropped in the TODA B's and TODA Valvetrain as well. I have a little under 200 miles on the engine and Cams. The problem I am having is that the engine is very hard to start in the mornings. I have to turn it over several times before it starts and then I have to keep on the gas to keep the idle up untill the car warms up most of the way. The question I have is if this is normal or what. I was told this is the norm for a brand new engine with basically a brand new head? Any advice? This went into a 00Si. And for now I am still running the stock ECU.
