Brake pad retaining clips.. neccessary?

Brake pad retaining clips.. neccessary?
I couldn't get my damned pads to fit with those little metal retaining clips, so I just tossed them. Is it safe to drive this way?

Mine's been like that for a year. They kind of 'clack' as they move up and down, some people always ask " is your car ok". If you can get them in there I would install them.
