Default blow by & low compression

i'm getting what i think is blow by because there is oil residue in the intake pipe where the hose that connects to the valve cover is located. and i have low compression in one of my cylinders. 3 of them are 235 and one is 205. did the rings not seat right on one of the pistons and is now blowing oil out of the valve cover? the motor was rebuilt about 12k ago. thanks in advance

how do the piston tops look compared to the lower compression one. any unual oil or fuel residue or more then normal as far as carbon.

btw. 30psi is still within H/A service limit, i wouldn't worry too much about it and just check on it once in a while

do a leak-down check. if the air comes out the int or exh manifolds its the valves. if it comes out the valve covers like u said u thought it did than its the rings.
