Default Which is better headers, cam gears or pulleys

I have a 95 Integra LS and i have skunk2 coilovers, yellow adjustable konis, intake, exhaust and 3 strut bars. I want more performace and I cannot spend a lot of money. So, I would like to know which is the best priced, safest and performance part: Headers, Cams or Pulleys.

header - JDM 4-1 and highflow testpipe ( or tree killer if you prefer )

cams - good cams wont see much gains on stock compression and stock ex. manifold

pulleys - really just minor throttle response , if you've deleted AC/PS you can get your oem pulley shaved and save like a LB or so , worked for me

i'd say header is gonna benefit most of those three

Yeah the header would be the next best thing. intill you have moroe money to get some nice cams, but with cams i would upgrade the valve stuff also.
