Battery fuse

Default Battery fuse

I picked up a 89 ef hatch, a dx. Anyway, I was told it didnt run because of the ecu and it needed a new one. So I hooked a battery up to it to see what happens when you try to start it. It did nothing. So I started checking fuses. I pulled the cover off the fuse box in the engine bay and I noticed something odd. It was a piece of wire connecting both side of where the battery fuse is supposed to be. Am I screwed? Im not scared, ill get under the hood and find it out. Im just really confused as to what this could have blown and where to start. I was thinking the main relay, but am unsure if thatd be it, or if it fried the ecu. All other fuses look fine though to my knowledge, but ill gladly double check if anyone has any suggestions.
