Icon3 battery Charging Issue Plz Help

I have a 1988 Crx with a DOHC ZC with a rywire engine harness. The battery is located in the trunk running the 0 gauge moroso kit. Everything is properly ground and I see 13.5v+ at the alternator white wire when I hold 2500rpm but no charge at the battery. My Eld reads .7v without load and .5v with load so I changed out the fuse box because the eld is built in. The new eld is reading the same .7v without load and .5v with load. So then I got curious and disable ELD in hondata s300 to see if that would help. No change. I'm lost as to why I am not charging the battery. I have no CEL or battery light. Do y'all think I should un pin the ELD on my ecu and keep it disabled. I'm lost as to why my car won't charge. Any suggestions? Also the alternator and battery have been tested and are good.
