B20/VTEC first start hangs on CEL
My buddies been working on a built B20/VTEC swap into his 94 Integra GSR for what seems like eternity and things are finally coming together. Today he pulled the spark plugs out to prime oil. When he tried to start the car he got a click and a strobe effect on the check engine light. The car sounded as if the starter gave a small turn over and then stopped. After that he get a clicking from the drivers kick panel area when eh try to start the car. Also his Apexi SAFC went out. Not good.
So:
Checked the starter connections
Checked all wiring harness connections
Checked battery voltage
Reset ECU
Pulled the ECU out and reconnected
Checked splices on ECU for SAFC
Tried to get any error codes with a paper clip, but there were none still just solid yellow
Hes heard from some people that this sounds like a dead main relay. The clicking could be the main relay, but I'm not really sure. Any suggestions?

(personally i think the batterys down again but hes adamant thats not the problem)
