Default B18C into EJ1 with minor problems. (searched)

I have a 94 Civic EX and put a 94-95 B18C wtih a jdm p72 ecu and used the z6 harness. The knock sensor is wired to D3, the IAB came from the sensor off the plug that goes to the Evap Solenoid on the z6. I also switched the red wire from a20 to a17. There are no CELs. The car redlines at about 7000, no more. When is vtec supposed to kick in? For some reason, I feel an increase around 4200 on my tach, and it pulls goodfrom 5-7k, but I thought vtec should engage later around 5200 or so. It's just confusing mainly as to why the car won't redline at 8200. Again, it's not throwing any codes at all. Anyone have any suggestions of what to check or do?

GSR vtec kicks in at 4400 at WOT, you would hear it.
