Default b16a timing

i just swapped in a b16a into my 98 hb dx, running a p30 obd1 ecu, ive tried a p72 and a p28 and they all do the same thing. no cel but i have to advance my timing all the way for the car to actually run ok. when i set it back to 16 or 18 degrees the car bogs bigtime and doesnt go newhere. the belt is correct and is not off by any teeth for sure. the plugs are new and prop gapped ive also got new wires also, no backfiring btw..... it would be great if someone can help me out this really bothers me and ive searched but couldnt really find an explanation.
