b16 swap problem...

just dropped a jdm b16 into my del sol.
it wont start... we set the timing, pistons at tdc, and the cams pointing up. put it all together, go to start it and it wont start...
we quit, look at the cam alignment and its off by a bit less than 90 degrees... the belt seems tight, but how else could it be skipping teeth?
btw, there are ctr cams in there too if that matters.
other than that, EVERYTHING on the car has been checked, double checked, and triple checked. we have no other ideas on what it could be.
anyone with insight would REALLY help us out here. we took the rest of the day off. its like 95 degrees and way too ****** hot to be doing this any more today.

yes except o2- All sensors plugged in?
only a solid flash, long wait, solid flash. (i assume code 10) Any CELS?

we gave fuel pressure, checking compression tomorrow, plugs are good, all starter and ground wires are up and good.
luckily the valves are still in good shape.
