about to torque down a B16 head on a B16 block and i noticed that there are two torque spec.'s, First Step 22 ft-lbs and Second Step 61 ft-lbs

does this mean i torque them all down to 22 ft-lbs in the tightening sequence and then torque them again in the same sequence to 61 ft-lbs?
