Default b16 emissions problem

I cant seem to pass emissions in NJ.... I have a jdm b16 with a p28 chipped ecu, put in 93 octane, a cpl quarts of oil, semi-new o2 sensor, and my catalytic converter is brand new along with brand new custom exhaust (2.5 piping, magnaflow cat, vibrant muffler) and i still failed.

My regular idle passes with flying colors, but my high idle failed. HC:645 which is extremely high since the standard is 220... the next thing im going to do is ignition timing, but if that doesnt work idk what to do. maybe its my ecu? any help would be appreciated.

is it a random tune on the ecu? o2 enabled?

well from what my street tuner says.... its a p30 basemap.. with basic functions such as rev limiter and 2 step etc... he didnt mess with the a/f ratios or any of that. o2 is enabled... but it can be disabled, but the o2 sensor when enabled no check engine light so the o2 sensor is fine.

You need to post the other exhaust gas levels. Without them you are not telling the entire story.

what was the nox level?????? and if you are play with your tune just lean it out take the test and chage it back
